    India has banned all exports of cotton with immediate effect, the government has said, amid a decline in production.

    India is the world's second-largest producer and exporter of cotton, behind China.

    You are right that there is a missing word, but that word should be "have" because "Indian textile makers" is plural so would be followed by "have been".
