    Which sentence is more natural in these sentences? consider to be~/consider as~

    It is said that "consider to be~" and "consider as~" have same meaning. But I have seen a lot of sentence structures wich have "consider as~", but I have seen few sentence structures which have "consider to be~".
    I have two example sentences like this.
    Most people consider success and failure to be opposites.
    Most people consider success and failure as opposites.
    Do these two structure have same meaning?

    Both of the above are correct.
