    Catherine hoped/had hoped...

    Catherine hoped/had hoped to get into the finals but did not do well enough to qualify for it.

    Can either verb be used?

    Use "had hoped." The hoping is over since she now knows she did not qualify.

    As we are less particular about the past perfect than grammars and course books often suggest, some native speaker will use 'hoped', but I agree with Dave: 'had hoped' is the logical choice.

    Also, use "final...it" or "finals...them".
