Should I use "is" or "are" after a series of ....?

The noun after "a series of" is usually in the plural form. But should I use "is" or "are" when using "a series of..." as the subject?

    Is.

'A series of accidents at that junction is worrying local residents.'

Is there any case in which "are" is used? For example, there ___ a series of strange objects in his suitcase.

That's an unnatural usage. We wouldn't refer to a selection or variety of strange objects in a case as a "series".
