The phrase has itself been used, misused and abused in recent years. You will find that people who, for example, are caught without a ticket on a train and are fined for the offence start to claim that their "human rights have been abused". I can't grasp what possible basis they think they have for this argument but a lot of people seem to think that their human rights include the right to do whatever they like, whenever they like, regardless of the consequences or the effects.
