It depends. Do you mean that the counting starts sometime after 8pm?

The counting starts sometimes after 8pm - that is the meaning. However, I thought we should use 'at' with 'starts'.

If the starting time is 8pm, you would most likely hear 'at 8pm' in AmE. "Onwards' would not be added.
