    meaning of a sentence

    Hello everyone,
    They are not to worry about leaving their possessions behind. Genesis, chapter 45, word 20.
    They are not to worry. Does it mean? They must not worry. I have seen and read such type of sentence in the Bible, like,
    You are not to have two camels. Does it mean? You must not have two camels.
