    Teacher, is my answer OK?

    Question: Do you recall receiving the letter from the College?

    My answer is: "I don't recall I saw that letter from the College."

    "No, I don't" is more natural.

    If you want to be longer, it would still be natural to start with "no."

    No, I don't recall receiving anything from the college.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
