2)Think before drinking tea while travelling in Indian Railway.

Which one is correct or more appropriate?

Indian Railways is the official name of the railway system there.

'. . .travelling by Indian Railways' is correct.

You could also say '. . .while travelling by train in India' or '. . .when travelling on Indian trains'.

But what are we supposed to think about?

It's a joke that passes around in my country on how the tea is prepared which they sell on railway stations(it(the joke) is written on a photo).

Think possibly means that it is up to you to drink the tea after seeing how it is prepared.
