Surprising similarities exist when looking at the challenges faced by(= faced with?) large organizations and small countries.
Are the two phrases interchangeable in the above sentences? Many thanks in advance.

Sb faces difficulties/challenges etc
Difficulties/Challenges face sb
and from the latter comes the passive 'Sb is faced by difficulties/challenges etc'?
