    the official population

    On the evening of my arrival they gave a dinner–party to which the official population, the government surveyor, the doctor, the schoolmaster, the chief of constabulary, were invited, but on the following evening the three of us dined by ourselves.

    Am I right in that 'the official population' consisted of the government surveyor, the doctor, the school master and the chief of constabulary?
    If this is the case then why not separate this list with punctuation marks other than commas?

    [...] the official population -- the government surveyor, the doctor, the schoolmaster, the chief of constabulary -- were invited [...]

    I don't see any need to punctuate it otherwise.
