    What does it mean?


    I don't know a lot about GBS, but this is how I understand it.
    The quote is from some dialogue in the Shaw play "Major Barbara". The character speaking is Undershaft, an armaments manufacturer who is describing how the previous Undershafts who had controlled this family business used to put up signs in their shop promoting the moral worth of their trade, as they saw it. The example you give is one of those slogans.
    It suggests that nothing worthwhile gets done in the world until men are so desperate they will kill other men to facilitate it. The implication of this dubious point of view, of course, is that there are times when those who supply the weapons are merely part of a legitimate mechanism for necessary change in society.
