    The goods are storage in Hong Kong warehouse which cannot ship / departure from China

    I believe you mean that ' the goods that are stored at Hong Kong warehouse cannot be shipped.'
    Not a teacher.

    It this sentence correct? Where's the verb? It should be "Is this sentence correct?"

    I'm having trouble interpreting what you are intending to say; is it one of these?
    The goods are stored in Hong Kong and they cannot be shipped.
    The goods that are stored in Hong Kong cannot be shipped.
