    why this tense

    " I will return the book when I have finished reading it"

    If will is future but have finished reading it is present perfect, so how can these tenses go together in one sentence?

    or should it be " will have finished reading it?"

    Your original sentence is correct. "I will return the book when I have finished reading it." However, we also say "I will return the book when I finish reading it." That might make more sense to you if you are already familiar with the fact that we sometimes use the present tense after "when" but with reference to the future.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
