"Both of" is a two-word phrase. It would not be right to call it a word.
The phrase would generally refer to two items. I don't see why you shouldn't consider it as a phrase of quantity, unless there is some special definition and application of "quantity word" that you're referring to.

    Hi Raymott,
Thank you for your reply. Sorry, I should have call it 'quantifier'. Even though it is a two-word phrase, can I call it 'quantifier' besides 'a phrase of quantity?

"Both" is counted a quantifier (meaning two):
    Articles, Determiners, and Quantifiers

Note that the above site says: "
    Note that the quantifier
"most of the" must include the definite article the when it modifies a specific noun"
This suggests that quantifiers include 'both' (as in "both men") or "both of the" (as in "both of the men").
