Out of a country's health budget, a large proportion should be diverted from treatment to spending on health education and preventative measure.
To what extent do you agree or disagree with this statement?

there is a statement that “Out of a country’s health budget, a large proportion should be diverted from treatment to spending on health education and preventative measure”. I absolutelly agree with that statement.

Firstly, the cost for prevention is much less than cure. To prevent, we just spend a little money for vaccine or some other kinds of preventative drugs. Meanwhile, to cure, especially with some serious diseases such as cancer, we need a lot of money as well as time and sometime it is in vain.

Secondly, prevention is very simple. Beside injecting vacine, we only need to ensure personal hygiene like washing your hands whenever you think it is “dirty” or taking a shower everyday. Small actions can make huge effects. Just with those simple actions, we do make a strong barrier against disease.

Contract to the simple of prevention is the complication of cure. Some infectious diseases could spread very fastly such as SARS or H1N1. It is very costly and takes time to stamp them out. Some diseases once we are infected, there will be no way to cure such as HIV/AIDS.

Finally, the benefits of prevention is uncouterble. If we have preventative measures and a good health education, we can avoid the pandemics that can cause infecting to thousands of people, bring about burdens for familys and sociaty.

In conclusion, with those bright sights of prevention, we can sure that prevention is always better than cure. Therefore, we should divert a large proportion from treatment to spending on health education and preventative measure.

Unrelated to the grammar, how "simple" do you think it was to develop those vaccines? Sure, once they exist it is rather simple to use the needle, but it's not simple to get to that point. And not all diseases have vaccines to prevent them.
