English Summer Camp 2012 or Summer English Camp 2012 which one is correct?

I saw "English Summer Camp 2012" on a sign board. I wonder if it is correct or it should be "Summer English Camp 2012" or elses?

No. "Summer Camp" is a standard phrase. This particular summer camp clearly concentrates on the English language (or it's held in England) so the adjective "English" modifies "Summer Camp".
