    Angry On Humanitarian Grounds

    "Some prisoners were release on humanitarian grounds."
    "The secret was discussed on humanitarian grounds."

    Given the usage of the pattern "on *** grounds" in the first sentence, does the second sentence mean that humanitarian compassion compelled the act of discussing the secret? Or is it that the humanitarian aspects of the secret was discussed?

    ... where I agree with Robert. The second sentence is bad. 'On * grounds' sounds fancy, as 'on a * basis' does; but it's often an unnecessary ornament; my local dustmen insist that after a disruption 'collections will resume on a weekly basis', when 'weekly collections will resume' does as good a job with 10 fewer key-strokes (not to mention the mental gymnastics required to decipher the extra words).
