Risk/gamble/ hazard

I've come across the following sentence in the course book and it wants the students to find the one that's not possible.
Moving abroad without a job can be a bit of a risk/gamble/hazard.
The answer is "hazard". Could you please kindly tell me if it's just a matter of collocation here? Because to me "hazard" also makes sense.

A hazard is usually a physical danger, something which might cause an accident, like a slippery floor or something. For me, "risk" and "gamble" are fine, but "hazard" doesn't work.
