    Both the counties have the potential of tourism development by entering into a mutual cooperation as nearly 40,000 tourists travel between these countries.

    Is the phrase in red correct?

    That seems better to me. In my mind 'these' stands for 'more than two', but I'm not sure about that.

    No, I'm afraid that's wrong. These is plural. "These" can be two, or it can two million. But you CANNOT say "this two countries."

    I would omit the "the" in the first part of the sentence, and I prefer "to develop tourism" instead of "for tourism development."

    The phrase in red is incomplete, and the first part of the sentence has problems, too.
