    I think you're asking whether answering "I just cut it" implies that they cut it themselves. Yes it does in proper English.
    However, in the context of an ESL class, I'd assume that they had it cut by someone else, and don't know how to answer this.
    They make the mistake, not of cutting their hair themselves, but of narrating the activity wrongly because they haven't yet learnt "I had it done" meaning "I got somebody else to do it for me."
