    all cost/s?

    Should there be a plural after 'all' in connection with the word 'cost'.
    All cost/all costs will be borne by us.

    "All costs will be borne by us" is correct.

    Depends on context. In your example, "costs" is OK because it suggests multiple charges. However, it is considered non-count when, for example, reference is to a variety of considerations beyond financial as in "athletes should avoid performance enhancing drugs at all cost".
