    I came across this sentence: Here's 4 questions? Why "is" and not "are"?

    Suggest you ask the author, but not unusual especially to hear "here's" in that context for plural nouns instead of "here are" or as pronounced, "here're". The reason: probably easier to pronounce.

    1. As you know, one must say "There are four books," not "There is four books."

    a. But native speakers in conversation do not want to take the time to say "are," so it is "good" conversational

    language to say, "There's four books." But it should be avoided in writing.

    2. This goes for both "there" and "here."

    We frequently SAY "There's" or "Here's" before a plural but would not, as The Parser indicated, do so in writing. We also would NOT say "Here is [multiple noun]" or "There is [multiple noun]" It applies only to the contracted versions.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
