Are the three all same in meaning?

Would you like to put those three phrases into full sentences so that we can see how you wish to use them? For example, #2 will only work in a question.

All three have very similar meanings. But we will need to know more about the context of the phrase to properly place them.

I want to know 'I dare say' and 'I dare to say it' can replace 'dare I say' in the sentence above.

You can replace it with "I dare say" but not with "I dare to say it".

You can replace it with "I dare say" but not with "I dare to say it".

And not with "I dare say it" either, I think. (Wotcha didn't ask about it, but I think they might have meant it.)
