What does "waving a red cape" mean? Does it mean "giving a stimulus to"?

Context:

How? That brings us back to Feng's rerun of the universe. "Having a particle out there theoretically just a little heavier than the Higgs boson, which interacts with it, is waving a red cape in front of the eyes of physicists," Feng says. "There is a lot more data coming from CERN ahead that may reveal the dark matter particle."

It's equating it to what a matador/toreador does to a bull. In order to get the bull's attention, to make it look at them, the matadors wave their red capes.

Physicists are very excited about new particles and about understanding the universe so even suggesting that there is another particle like the Higgs boson is similar to waving that red cape. All the physicists will start looking in that direction.
