Red face The government need increase the tax soon

Could you please tell me the difference between these two sentences 'The government need increase the tax soon' and
'The government may increase the tax soon'?
    Please give me a context.
    Thanks.

Do you understand the difference between "need to" and "may" (or "might")?

As far as context goes, you need to give us the context in which you read those statements or the context in which you want to use them.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

Note the 'to' - without it, the difference between the two is simple: the first doesn't make sense!
