    TV surfing?!

Do we have this term "TV surfing" in English?
For example: He just lies in front of the TV and surfs the channels every day without watching them.

And, in the thread title, I wrote "TV surfing?!", is it normal and grammatical to put a question mark first and then an exclamation mark or vice versa?

We surf the channels, but we don't normally surf TV.

We do not use the two marks together in formal or semi-formal written English. In your thread title, the question mark is the appropriate one.

Interrobang - Wikipedia, the free encyclopedia

The use of the two together, while not proper, as 5jj said, in formal or semi-formal writing, does have its own name: the interrobang.
