Post During vs Through vs Over

Hello.I'm Sandy. I did an Ex. yesterday and I didn't know why my answer was wrong.
Representatives for the Business Environment Council said authorities should teach the public how energy efficiency saves money.
That can only be done if manufacturers fully test their equipment for efficiency Q4. __________(during/through.over) the long term, BEC said.

The correct answer is 'over' but why? When do we use during, through and over? Thank you.

Re: During vs Through vs Over

over = covering the time period
though- distracter; it would be throughout
during- at some point within this period, which doesn't really go with the idea of fully testing

Re: During vs Through vs Over

    thanks tdol.
So, is it alright to say 'That can only be done if manufacturers fully test their equipment for efficiency throughout the long term'?
and how about the usage of 'through'?
    Thank you.

"Throughout'' wouldn't work with 'the long term'- if you want to describe a period of time from beininning to end, you would use it- throughout the year, etc.
