I hope that Hong Kong will take tomorrow by storm. And when it does, History will stand and cheer.

What does "take tomorrow by storm" mean in the above sentence?

I would guess it means something like "move very confidently into the future".

See previous responses, but just another point. "Hope", suggests a degree of uncertainty, whereas "when" (in your post) would suggest a likelihood. I would prefer to use "if" in place of "when" in the sentence.

What's the context? If it's about the Olympics, that could explain the change in certainty billmcd (among others) dislikes. In that case it means 'I hope the HK contestant do[es] well tomorrow.'
