    Children are taught English by .... / English is taught to children

    1. David teaches English for free to children.

    2. Children are taught English for free by David.

    3. English is taught to children for free by David .


    The passive form of sentence 1 is sentence 2.

    Is it also possible to say like sentence 2 then? - is it grammatical?

    It's possible, but would require some context to make it sound natural.
