It is natural that S (should) V

I would like to know what is the difference of the following sentences:

A. It is natural that he should study English hard.
B. It is natural that he study English hard.
C. It is natural that he studies English hard.

Are they all correct and do they mean the same?(For both British and American English)

In my understanding, the difference between A and B is whether it is British English or American.
What about Sentence C?
I guess:
B means, "If he studies English, it it no wonder."(He does not actually study English now, or I don't know if he studies it or not.)
C means, "He actually studies English and it is no wonder."

Then, how do you say to mean this?

BTW, the original sentence is:
It is quite natural that people, not only our fellow Asians, should wonder where ‘Japanese culture’ still really exists.

About this sentence, the same question was raised.
I simplified the sentence w/ the same structure.
