Please take a look at the follow sentence.

"He managed to save 30 percent of his electricity bill of this month."
What does it mean by "manage to"? Does he try hard to...? Has he achieve his goal?

Hi,

IMO, it means that he actually saved 30% of his bill, maybe with some effort, but he made it nevertheless.

He managed to means he was able to in other words he knew and did. It shows specific ability in a particular situation. The speaker might try hard to achieve that, and I think the verb managed to implies an effort , if not, how is the action achieved?
