No, savere, isn't, as you can see, an existing English word. Did you mean "severe"?

Even is you mean "severe", it's difficult to answer without a context. Why not write a full sentence so we can understand what you mean.
No, "Desperately severe man" would sound strange, and the meaning is not immediately obvious.

One can be desperately ill/poor/tired/unhappy/lonely/worried because when one is ill/poor and so on, one can become desperate, so one who is desperately ill, is very ill. I don't see how you can be "desperately severe". It sounds strange, and as Raymott has rightfully pointed out, context is needed.

Then maybe I would say something like "He makes me desperate with his severity" or "His severity is driving me crazy".
