    Never mind 5jj, here is the post:

    "Levying on production of MSW is another effective method to minimize the waste, except the landfill and incinerator treatment. Citizens put economic factor as the first priority in their minds, so most of them may try their best in reducing domestic waste"

    I write the underlined clause to convey that citizens tend to really care about their spending. Is there anything wrong in the underlined clause, or is it so strange?
