    I plan going on a picnic.

    Most of grammar books indicate that verb 'plan' agrees with

    to infinitive but my dictionary says 'plan + gerund' is also grammatical.



    I don't know what to tell to my students.

    Will it be ok if I say 'plan' can be followed both infinitive and gerund ?

    It can be followed by either, but not both.
    However, the gerund is not common by itself. You can say, "I plan on going on a picnic"; "Do you plan on staying long?" etc.
