Suppose I want to say that those who know more stays quite. How do I say it?

- The quitter the person is , the more intelligent he is.

Is this right?

"The quieter the person is, the more intelligent he is." This is OK.

Do we need to add s after 'is'?
I mean should we say one of the 'is's were

No, "were" is used because of "if" (conditional sentence), not because it is plural (consider "If I were you, I would study harder")

There's a saying for that:' Empty vessels make most noise' ;-) (I wouldn't call it an idiom, it's just a commonly used bit of folk wisdom; and so is 'Still waters run deep' (though that's not so clearly about noise). This is one of those sayings that are so well-known that sometimes the user doesn't complete it: 'He's a quiet one, but you know what they say: "Still waters..."'.
