If you are writing an informal letter or email to someone who will be visiting in December with a group of people, yes. In a more formal context, you could use:

- I hope to see you all in December.
- I am looking forward to seeing you all in December.

The only thing that sounds a little unnatural is the use of "looking forward to" with "hopefully". The former sounds as if a fairly concrete plan is in place, but adding "hopefully" makes it sound less certain.

Hi,

That also sounded strange to me. But then, if the meeting is being planned quite in advance (say, in June, or even by the end of August), certainty that all will be able to make it certainly decreases, IMO. So, strange as it sounds, it may be plausible.
