    Shall I use "a" in the phrase

    Dear Teachers,

    Which one in the following is correct?

    1) A sectiion of pipe with a length of 3 m and a diameter of 10 cm.

    2) A sectiion of pipe with length of 3 m and diameter of 10 cm.

    In that particular context and construction, yes. Note that "section" only contains one "i". There is no need to capitalise "Teachers" (or any need to start your post with "Dear XXX").
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
