"cross-references " is a synonym of "cross refer", and what does it mean here? Cross-refer between "HR, the company" and "the winner" or between "the winner" and "the prize"?
ex)Each year the HR Advertising Company in North America presents thier top performers with Dream Awards...During the year, the company sends out a survey to every employee asking them to identify what prize they would like to receive if they should win...Then, at the end of the year, after the winners have been identified by their performance, HR cross-references each winner to the prize he identified, shoots a video explaining why he won and why he selected...

HR looks at the lists of desired prizes, so as to give the "right one" to the winner. So it refers to "the winner" and "the prize".
