Your first suggestion implies that men are welcome to attend the literacy section and the second that men and children can come to the education section of your centre.

To clearly exclude said citizens, consider the following:

'Vocational Training and Literacy Centre for Women',

or the shorter

'Women's Literacy and Vocational Training Centre'.
