Which of the two is correct ?
1. The paper published a few facts relating to the death of Mr.X.
2.The paper published a few facts relating with the death of Mr.X.

Please also tell when to use the phrase : "relating to"
and "relating with"?

I usually hear "relating to" (or "related to"). I struggle to think of an example where "relating with" would work in the context you have given.
