[Grammar] A question concerning the relative clause

This is one of the questions by which I have found myself puzzled recently:
Path finally worked hard to create a trusted website---- people could save personal photos shot by iPhone in real time.
A. where B. when C. with which D. for which
The recommended answer from where the question is from is A,which I can understan.Yet I think C is also acceptable here.So ,sorry guys,help is badly needed again .;-)Please prove me wrong or otherwise.Thank you all.

C works. I still find A to be the more natural choice, though.

I am not as sure as you about C, but I think it's possible. I agree that A is the more natural choice. C is not a good option in this test question, in my opinion.

I'd also go for A, assuming that people upload their photos to that website. In other words, they save them there. C implies to me that the website contains a piece of software which can be used in conjunction with the iPhone to save photos.
