    elusive

    China's premier Wen Jiabao has urged the EU to lift its arms embargo on Beijing, at his last EU-China summit before handing over power this year.

    Speaking in Brussels, Mr Wen said "the solution has been elusive over the past 10 years. I deeply regret this".

    Elusive means difficult to understand in the above sentence? Why is it difficult to understand a solution?

    Why is it difficult to achieve? I mean EU has successfully achieved arm embargo for more than 10 years. Why is that the solution has been difficult to achieve over the past 10 years?

    So he meant the solution of arms embargo has been difficult to achieve. What a euphemistic way of expression!!

    I guess the Chinese government has been trying the UE to lift the embargo for the last 10 years. The solution to that argument is what has been elusive, not the embargo itself.
