    set off or shoot off fireworks?

    Could you tell me the verb commonly used for fireworks?
    Like when I want to say, we have a plan to set off or shoot off large-scaled fireworks?

    You set them off and when the go up into the air, they can shoot off.

    How about small ones, like toy fireworks (e.g. Ground Spinner? jumping jack?) with which children can play?

    They wouldn't shoot off- rockets do that. You'd still set/let them off.
