I have read a question in an exercise book:

a. that b. where
I think answer 'b' is right, but some of my friends choose 'a'.
Would you please help me to confirm the correct answer?

The sentence is written with 'here'. I think it's a problem to choose the answer.
I understand your confusion. It is difficult to answer a question when the question is incorrect. This is a place refers to any place, as in, "This is a place I could like". Your example refers to a specific place, the place where he met her. In addition, the final "here" doesn't belong in the sentence.
I choose 'where' because I explain to myself that
"This is a place . He told me at this place that he had met her here."
so "This is a place where he told me (that) he had met her here."
Is my idea wrong?
