Hi, I am not sure about the below circumstances. Would you please clarify them??

1.The costs of public healthcare services often account for several times of their charges.
2.The costs of public healthcare services often amount to several times of their charges.

Which one is correct?

1.More and more doctors are leaving the public sector to the private sector.
2.More and more doctors are leaving public sector to private sector.

Which one is correct?

None of them are correct.

The first is, to be fair, a difficult thing to put into words but the construction and word order used in your examples is almost impossible to make sound natrual. The best I can do with the first is:
Public healthcare costs several times the total amount of money received from their charges.

The second is easier to fix:
More and more doctors are leaving the public sector to go to the private sector.
More and more doctors are leaving the public sector for the private sector.
