    Why don't we use which or what before the cat?

    Which was the cat I saw? (Question)
    What was the cat I saw? (Question)

    "That was the cat I saw." That is a statement and would be the likely answer to "Which was the cat you saw?"
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    You can say "That was the cat that I saw" if you like. If you have not noticed this before, we often leave out 'that' in such cases - probably more often than not.

    A relative pronoun standing as object or complement in a restrictive clause can generally be omitted.

    Ah, so the OP wanted to put "that/which" after "the cat", not before as in the original question. I must brush up on my psychic skills!

    Mona: Please describe the cat.

    Joe: The cat that I saw was white. (Perfect "book English.")

    The cat I saw was white. ("Good" English, especially in conversation.)

    The cat which I saw was white. (Here in the United States, most teachers suggest that we NOT use "which" in this particular sentence because the clause "I saw" is essential to the meaning that you wish to convey. We are referring to a particular cat -- the one that you saw.) *
