    I can't understand "from whom they feel to be affectionate", does it make sense grammar-wise?

    ex)Whoever has to deal with young children learns that too much sympathy is a mistake. Children readily understand that an adult who is sometimes a little stern is best for them; their instinct tells them whether they are loved or not and from whom they feel to be affectionate. They will put up with whatever strictness from genuine desire for thier proper development.

    You're right not to understand it. It doesn't make sense.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
