"a $60 billion of welfare expenses" or" a welfare expense of $60 billion?

Are "an additional six billion dollars of welfare expenses" and " an additional welfare expense of six billion dollars" exactly the same?

I'd say that in most contexts they mean the same.

(Decide whether you mean $60 billion or six billion dollars.)
