In the above sentence, can I use "had a rise" or "obtained a rise" in place of "saw a rise"?
Is there any difference between them?

I don't think that it's really about "rules", we're not talking grammar here. Your alternatives are not idiomatic.

In 'The 20th century . . . a steady decline in the rural population' we would also use "saw". "See a decline" is idiomatic. I actually took this sentence from the Longman Dictionary of Contemporary English, which lists collocations for many words. You may wish to consult a learner's dictionary to see how words are used.

Can I use "gained a rise" in the above sentence?

This doesn't work for me.
